PRP Eligibility Criteria (adults)
At Heart & Mind Counseling Services, we do not provide Psychiatric Rehabilitation Program (PRP) services directly. However, when clinically appropriate, our therapists can support clients by making referrals to trusted PRP providers in the community. Adult PRP referrals are considered when the following criteria are met:

1. The Client Is Actively Engaged in Therapy With Us
A PRP referral may be provided when a client is already participating in ongoing outpatient therapy at our practice and would benefit from additional community-based support. A client should have a minimum of four sessions before requesting a referral to properly provide a diagnosis.

2. A Qualifying Documented Mental Health Diagnosis Is Present
A qualifying mental health diagnosis ensures PRP services are appropriate for the client’s needs. The primary following diagnoses qualify (this list can be subject to updates):

3. The Client Is Experiencing Functional Impairment
Qualifying individuals must display serious mental illness, which is characterized by impaired role functioning, on a continuing or intermittent basis, for at least two years, including at least three of the following:

Inability to maintain independent employment,
-
Social behavior that results in interventions by the mental health system,
-
Inability, due to cognitive disorganization, to procure financial assistance to support living in the community,

Severe inability to establish or maintain a personal support system, and/or
-
Need for assistance with basic living skills.

The diagnostic criteria may be waived for the following two conditions:
1. An individual committed as not criminally responsible who is conditionally released from a Mental Hygiene Administration facility, according to the provisions of Health General Article, Title 12, Annotated Code of Maryland. Or
2. An individual in a Mental Hygiene Administration facility with a length of stay of more than 6 months who requires RRP services, but who does not have a target diagnosis. This excludes individuals eligible for Developmental Disabilities services.

Please note that our qualified licensed mental health professionals have the right to refuse to provide a referral if they determine a client does not meet the necessary medical or clinical criteria for the service, or if they believe it is not the most appropriate level of care.
